Click the selection tool 
in the tool bar at the top of the editor window.
Double-click the picture.
A window will appear.
Click the Scaled (Proportional) radio button.
Click the OK button.
Handles (small black boxes) will appear to indicate that the picture is selected.
Drag one of the handles.
